buy 6 Boeing C-17s and
India Submits Letter of Request
for Potential 10 Boeing C-17 Order

ST. LOUIS, Jan. 6, 2010 -- Boeing [NYSE: BA] and the United Arab Emirates (UAE) Air Force and Air Defence today announced that the UAE has signed a contract for the acquisition of six Boeing C-17 Globemaster III advanced airlifters. The UAE, which announced in 2009 that it would modernize its airlift capabilities with the C-17, is the second Middle East nation to order the airlifter.

"The C-17 will give the UAE the ability to perform a variety of humanitarian and strategic lift operations around the world in support of both national and international missions," said Major General Staff Pilot Faris Mohamed Al Mazrouei. "These missions require us to be ready for any contingency at any time and any place, and the C-17 meets our requirements."

Under the agreement, the UAE will take delivery of four C-17s in 2011 and two in 2012. Financial terms are not being disclosed. "Boeing is pleased that the UAE Air Force has selected the C-17 to meet its airlift requirements for the 21st century," said Jean Chamberlin, Boeing vice president, Global Mobility Systems. "The C-17 consistently posts mission capability rates that are among the best in the world, earning it high marks for its industry-leading quality and reliability."

Boeing will provide support for the UAE C-17s through the C-17 Globemaster III Sustainment Partnership, an agreement under which Boeing is responsible for all C-17 sustainment activities, including material management and depot maintenance support.

"As a tactical and strategic airlifter, the C-17 is a perfect fit for the requirements of the United Arab Emirates Air Force," said Tommy Dunehew, Boeing Global Mobility Systems vice president of Business Development. "In addition to being able to land and take off on short, unimproved runways, it has the highest mission capability rate of any airlifter."

The C-17 can carry large combat equipment and troops or humanitarian aid across international distances directly to small austere airfields anywhere in the world. With a full payload of 170,000 pounds, the C-17 can fly 2,400 nautical miles and land in 3,000 feet or less.

There are currently 212 C-17s in service worldwide -- 19 with international customers. The U.S. Air Force, including active Guard and Reserve units, has 193. International customers include Qatar, the UK Royal Air Force, the Canadian Forces, the Royal Australian Air Force, and the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations.

During the summer 2008 it was reported that the South Korea had allocated funds for the purchase of three or four C-17-class airplanes for use in supporting expeditionary deployments.

The United Arab Emirates (UAE) is a federation of seven emirates situated in the southeast of the Arabian Peninsula in Southwest Asia on the Persian Gulf, bordering Oman and Saudi Arabia. The UAE consists of seven states, termed emirates, which are Abu Dhabi, Dubai, Sharjah, Ajman, Umm al-Quwain, Ras al-Khaimah and Fujairah. The capital and second largest city of the United Arab Emirates is Abu Dhabi. It is also the country's center of political, industrial, and cultural activities. On January 4th, 2010, The United Arab Emirates (UAE), Dubai just had opening ceremony for the world tallest Tower, Burj Khalifa and built, reportedly based on the government's decision to diversify from an oil-based economy to one that is service- and tourism-oriented.

In February 2009, the United Arab Emirates signed an agreement to purchase four C-17 airlifters. In January, 2010, UAE signed a contract with Boeing for six C-17s.

On 18 December 2009, Boeing confirmed that the RAF had ordered a 7th C-17.

In RAF service the C-17 has not been given an official designation (e.g., C-130J referred to as Hercules C4 or C5) due to its leased status, but is referred to simply as the C-17 or "C-17A Globemaster".

In November 2009, 205 C-17s are on contract with the USAF. A contract for 8 C-17s from the supplemental war funding bill has not yet been awarded. On 18 December 2009, the US Senate passed the FY 2010 DOD budget with funding for 10 C-17s and was signed into law by the President the following day..

Total USAF C-17s contracted will be 223 once contracts are awarded, extending production until 2013.

In June 2009, the Indian Air Force (IAF) selected the C-17 to fulfill its Very Heavy Lift Transport Aircraft requirement. If the deal is approved by the Indian Defense Ministry, the C-17 would replace the Ilyushin Il-76 as the largest heavy lift transport aircraft in-service with the IAF. According to the Chief of Air Staff Air Chief Marshal P. V. Naik, the IAF plans to induct ten C-17 Globemaster III aircraft. As of June 2009, the selection was being reviewed by the Indian Defense Ministry, but an order has not been placed.

According to Indian media report in October, 2009, the Defense Acquisition Council of India has "almost finalized" the US$2 billion deal with the United States for 10 C-17s. US Ambassador to India, Timothy J. Roemer, expressed optimism over the deal and said that the United States was committed to expanding the "strategic lift capability" of the Indian Air Force. Flash back to October 19th, 2009 during the India and US Kick off meeting for training Excercise, US Ambassador Timothy J. Roemer, in his opening remarks, said the exercise was the perfect example of how the US and Indian air forces were working together to share information, train and hone their professional skills.

“I can assure the Indian Air Force it will be very pleased with its decision to purchase the C-130J. The first of them will arrive in early 2011 and the aircraft will be everything you hope it to be,” he maintained.

The report shows that “I’m also glad to see the mighty C-17 Globemaster, which I understand is under consideration of your ministry of defence. I would be remiss in not recognising it as a world-class strategic and tactical airlifter. Should you decide to acquire the aircraft, we will do everything we can to assist you in expanding your airlift capability,” Roemer added.

It is recalling that the India has had its first National Action Plan on Climate Change (NAPCC) in place for over a year. Prime Minister Manmohan Singh released the plan in June 2008; it outlines existing and future policies and programs for climate mitigation. The plan revolves around eight “national missions” and requires ministries to work with the Prime Minister’s Council on Climate Change to implement the plans.

On January 7th, 2009, The Boeing Company [NYSE: BA] announced that the U.S. government has received a Letter of Request from India's Ministry of Defence (MOD) and the Indian Air Force regarding the potential acquisition of 10 C-17 Globemaster III advanced airlifters.

President Obama and vice president Obiden reassured that their administration will Invested in a 21st Century Military and Build Defense Capabilities for the 21st Century.The White House stated that the Boeing Co's C-17 transport aircraft and a multibillion dollar program to replace the Air Force's refueling planes which the Boeing Company is in critical situation to be added any sustaining programs in order to retaining aerospace industrial especially when there are so many cancelled programs including KC-X Tanker deal although we are still waiting to be solved for unfair Airbus subsidies against the Boeing 787 Dreamliner.

We believe that It is the most important to make the country strong and secure the homeland security and global security to preventing the terrorists attack which happened like in September 11, 2001, like what President Obama says during his statements on Day one.

The U.S. Senate approved the FY09 Supplemental Defense Spending bill with funding for eight C-17s in June 18, 2009.

The U.S. House approved legislation providing $636.3 billion for defense in fiscal year 2010, including $674 million to buy three C-17 advanced airlifters. We understand that President Obama signed the FY 2009 Supplemental Defense Spending bill, which included $2.17 billion in funding for an additional eight C-17 airlifters in June 25, 2009. In the meantime, The U.S. Senate to be passed its 2010 defense appropriations bill.
