    ADDRESSING A NATIONAL EMERGENCY: Today, President Donald J. Trump signed an Executive Order imposing tariffs on India in response to its continued purchase of Russian Federation oil, and establishing a process for the potential imposition of similar tariffs on other countries that directly or indirectly import oil from the Russian Federation.

     

    The President found that India is currently importing Russian Federation oil. Accordingly, to address the national emergency stemming from the Government of the Russian Federation’s actions taken against Ukraine, he is imposing an additional 25% tariff on imports from India, effective August 27, due to India’s direct or indirect importation of Russian Federation oil.

    This tariff is in addition to any other duties, fees, taxes, exactions, and charges applicable to such imports, unless subject to existing or future actions under section 232 of the Trade Expansion Act of 1962.

    This tariff is also in addition to any tariff applicable under Executive Order 14257 of April 2, 2025, as amended, but the additional 25% tariff imposed by this order shall not apply to articles set forth in Annex II to Executive Order 14257.

    The Secretary of Commerce, in coordination with the Secretary of State, Secretary of the Treasury, and other senior officials, will determine whether other countries directly or indirectly import Russian Federation oil and recommend further actions to the President as needed.

    COUNTERING THE RUSSIAN FEDERATION’S THREAT TO U.S. NATIONAL SECURITY AND FOREIGN POLICY: The Russian Federation’s actions in Ukraine pose an ongoing threat to U.S. national security and foreign policy, necessitating stronger measures to address the national emergency.

     

    India’s importation of Russian Federation oil undermines U.S. efforts to counter Russia’s harmful activities.

    India’s subsequent reselling of this oil on the open market, often at significant profit, further enables the Russian Federation’s economy to fund its aggression.

    By imposing a 25% tariff, President Trump aims to deter countries from supporting the Russian Federation’s economy through oil imports and impose serious economic consequences on the Russian Federation for its ongoing aggressions.

    PUTTING AMERICA FIRST: President Trump has been consistent that he will not tolerate Russian Federation aggression.

     

    President Trump has been transparent that the Russian Federation would not be facing these actions if they were to “get a deal where people stop getting killed.”

    President Trump has also been upfront that India would face tariffs for buying Russian Federation oil: “India is not only buying massive amounts of Russian Oil, they are then, for much of the Oil purchased, selling it on the Open Market for big profits …. Because of this, I will be substantially raising the Tariff paid by India to the USA.”

    President Trump remains committed to pursuing peace, and these actions aim to pressure the Russian Federation toward a resolution that ends the conflict and saves lives.

    Speaking by phone with President Vladimir Putin, Pope Leo XIV urges Russia to take a step that favours peace, underlining the importance of dialogue

    On Wednesday afternoon, Pope Leo XIV and Russian President Vladimir Putin spoke by phone, focusing especially on the war in Ukraine.

     

    Matteo Bruni, Director of the Holy See Press Office, told reporters that the Pope and the President discussed the humanitarian situation, as well as the need to facilitate aid where necessary.

     

    "The Pope made an appeal for Russia to take a gesture that would favor peace, emphasizing the importance of dialogue to create positive contacts between the parties and seek solutions to the conflict," said the statement.

     

    Pope Leo XIV and President Putin also discussed the ongoing efforts for prisoner exchanges and the value of the work that Cardinal Matteo Maria Zuppi, Archbishop of Bologna, is doing in this regard.

     

    "Pope Leo made reference to Patriarch Kirill, thanking him for the congratulations received at the beginning of his pontificate, and underlined how shared Christian values can be a light that helps to seek peace, defend life, and pursue genuine religious freedom," said Mr. Bruni.

    Peace negotiations in the Russian invasion of Ukraine

     

    There have been several rounds of peace talks to end the Russian invasion of Ukraine since it began in February 2022. Russia's president Vladimir Putin seeks recognition of all occupied land as Russian, for Russia to be given all of the regions it claims but does not fully control, guarantees that Ukraine will never join NATO, and the lifting of sanctions against Russia. Ukraine's president Volodymyr Zelenskyy seeks a full withdrawal of Russian troops, the return of prisoners and kidnapped Ukrainian children, prosecution of Russian leaders for war crimes, and security guarantees to prevent further Russian aggression.

     

    The first meeting between Russian and Ukrainian officials took place four days after the invasion began, on 28 February 2022, in Belarus, and concluded without result. Later rounds of talks took place in March 2022 on the Belarus–Ukraine border and in Antalya, Turkey. Negotiations in Turkey created an agreement in which Ukraine would abandon plans to join NATO and have limits placed on its military, while having security guarantees from Western countries, and not being required to recognize Russia's annexation of Crimea. The draft treaty was almost agreed to, but disagreements over security guarantees and the Bucha massacre ultimately halted negotiations.

    Renewed negotiations began in 2025 after Donald Trump became president of the United States. Trump held a phone call with Putin on 12 February and U.S. officials met with Zelenskyy, Called On March 18, 2025, May 19, 2025, and June 4th, 2025

     

    Sometime after. After a U.S.–Russia summit, the relationship between Trump and Zelenskyy deteriorated, culminating in a 28 February meeting between the two in which U.S. officials asked the Ukrainians to leave midway through and abandoned a planned Ukraine–U.S. mineral revenue deal. After the meeting, British prime minister Keir Starmer and French president Emmanuel Macron created a plan for a ceasefire protected by a "coalition of the willing" with troops in Ukraine. Starting from March, some limited truces were occasionally agreed to by both Russia and Ukraine.

     

    U.S President Trump called to Russia President Putin again on June 4th, 2025 and was hoping to support for Peace work between Ukraine, and Russia.

     

    Outcomes of the United States and Ukraine Expert Groups On the Black Sea

    in Riyadh, Saudi Arabia

    In line with presidential-level discussions between President Donald J. Trump and President Vladimir Putin, the United States facilitated bilateral technical-level talks with the Russian delegation March 23-25 in Riyadh, Saudi Arabia. Following those discussions:

    •   The United States and Russia have agreed to ensure safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea.

    •   The United States will help restore Russia’s access to the world market for agricultural and fertilizer exports, lower maritime insurance costs, and enhance access to ports and payment systems for such transactions.

    •   The United States and Russia agreed to develop measures for implementing President Trump’s and President Putin’s agreement to ban strikes against energy facilities of Russia and Ukraine.

    •   The United States and Russia welcome the good offices of third countries with a view toward supporting the implementation of the energy and maritime agreements.

    •   The United States and Russia will continue working toward achieving a durable and lasting peace.

    The United States reiterated President Donald J. Trump’s imperative that the killing on both sides of the Russia-Ukraine conflict must stop, as the necessary step toward achieving an enduring peace settlement. To that end, the United States will continue facilitating negotiations between both sides to achieve a peaceful resolution, in line with the agreements made in Riyadh.
