Harmonize the Global Market
" The Global Market and The Boeing Company Hope that
Ending EU Over Unfair Airbus Subsidies"

Amb. Peter F. Allgeier Introduces new United States Trade Representative Rob Portman and he was sworn-in as the 14th U.S. Trade Representative on April 29, 2005.

Rober Portman addressed that "President Bush has provided the world with great leadership on global economic issues, and Bob Zoellick’s skill and diplomacy were instrumental in successfully implementing the President’s trade agenda that has contributed to our economic success.

Portman served as the Chairman of the House Republican Leadership and was the liaison between the House Leadership and the White House. He was also a prolific legislator known for reaching across the aisle to achieve results. As a Member of the House Ways and Means Committee, and its Subcommittee on Trade, he has been involved with trade issues and legislation for years.(6)

USTR Portman to Attend Key Trade Meetings in Paris May 2-4 Informal WTO Meetings to Try to Re-Energize Lagging Doha Trade Talks in Paris on May 2 - 4, 2005 to work to advance ongoing World Trade Organization (WTO) negotiations preparatory phase before the WTO Ministerial in Hong Kong in December. (1)

Per STATEMENT BY THE PRESS SECRETARY: The annual U.S.-EU Summit will take place in Washington, D.C. President Bush will host the Summit on June 20, 2005. The United States and the European Union have an important and expanding agenda of global cooperation. The President looks forward to this opportunity to discuss our transatlantic agenda with European Council President Jean-Claude Juncker and European Commission President Jose Manuel Barroso. (9)

The Sixth WTO Ministerial Conference will be held in Hong Kong, China from 13 to 18 December 2005. The Ministerial Conference is the top most body of the WTO under the governance structure set up by the “Agreement establishing the WTO”. The Ministerial Conference can take decisions on all matters under any of the multilateral trade agreements.(8)

In the mean time, EU leaders will have the 14th Summit between the European Union (EU) and Japan in Luxembourg on 2 May 2005 with Japanese Prime Minister Junichiro Koizumi. (2) This will be the first summit meeting with Japan's Prime Minister Koizumi for EU President Barroso.

The United States and Europe share a trillion dollar economic relationship, and have worked closely on many trade fronts in recent years, most importantly on mutual efforts to advance trade liberalization efforts in the Doha negotiations. Both parties recognize the appropriateness of using the WTO process to resolve trade disputes. (5)

The 1992 agreement was negotiated, Airbus accounted for only about 30 percent of the global market. It now represents more than 50 percent of this market. Clearly, the 1992 agreement has outlived its usefulness.(5) It is absolutely unfair for the Boeing Company and for other industries for a long time......

WTO is the biggest World Trade Organization. The EU should committed to the WTO's bilateral agreements. (3) (10)

Transatlantic Economic Partnership formed in May 1998 for the main structure of bilateral relations.

However, EU continues to pursue for a long time Airbus subsidies and unfair global marketing. The Boeing Company has been put up too long with EU's Government LOAN subsidies.

It is clearly shows in Chapter 5 that The European Investment Bank Article 267 (ex Article 198e) The task of the European Investment Bank shall be to contribute, by having recourse to the capital market and utilizing its own resources, to the balanced and steady development of the common market in the interest of the Community. For this purpose the Bank shall, operating on a non-profit-making basis, grant LOANS and give guarantees which facilitate the financing in all sectors of the economy. (4)

It has been distorted Global market and the world market was completely down since EU subsidies was started and was not harmonized the global market, in spite of 9.11 incident. It has been hurting US Economic and other industries around the world include Boeing Company and lay off more than 35,000 people and ripple action started around the world regardless what it is shown from the "Article 132 (ex Article 112) Without prejudice to obligations undertaken by them within the framework of other international organization, Member States shall progressively harmonize the systems whereby they grant aid for exports to third countries, to the extent necessary to ensure that competition between undertakings of the Community is not distorted." (4) Unfair subsidies for Loan to Airbus does not only creating global market grows, but also it is distoring the market value. It is not harmonizing the global market for around the world and UNFAIR TO THE BOEING COMPANY.

EU must committed to a politically and economically significant cooperation to WTO and be it on bilateral and under any of the multilateral trade agreements. EU SHOULD stop THE LONG TIME UNFAIR EU subsidies for Airbus REGARDLESS IF IT IS NON PROFIT MAKING BASIS LOAN which causes the biggest problem to make balance the global market around the world. (Stop and think with global level production).

Hope and pray that EU would discuss this critical issue and cooperate and Stop EU subsidies for a long time unfair subsidies and harmonize the worldwide global market and be fair to the Boeing Company during OECD Meeting and WTO Mini-Ministerial in Paris on May 2 - 4, 2005.

Hopefully, It is positive to see the world and The Boeing company has something to
look for ending the long time unfair subsidies for Airbus history..........
