European Union Subsidies Ending will make March, 2006 GENEVA - Ambassador Peter Allgeier, U.S. Trade Representative to the World Trade Organization (WTO), appreciated many positive comments about the openness of the U.S. economy from the Press Briefing on the Trade Policy Review of the United States, in Geneva, Switzerland, in March 24, 2006. WTO U.S Trade Rep., Ambassador Peter Allgeier, addressed that U.S is the largest single importer in the world. U.S. imported last year something on the order $2 trillion in goods, and that works out to about $4 million every minute. U.S trade weighted average of our tarriff is 1.4 percent. Last year 70 percent of U.S imports entered U.S market duty-free. WTO, U.S Trade Rep., Ambassador Peter Allgeier said that There also was a lot of recognition of the role played by the U.S. economy over the past decade as the engine of the global economy in the face of slow growth in many other countries. Just to give you some order of magnitude, in the 11 years since the WTO was established our average annual growth rate was 3.3 percent. There were many expressions of appreciation for U.S. leadership in the Doha negotiations, and obviously encouragement for U.S. to continue to play that role. We in turn reiterated our commitment, our strong commitment to conclude the Doha Round this year with an ambitious package, and we pledged to work with other members to do this. Obviously there were comments on specific aspects of our trade policy and we certainly took careful note of those, responded to questions, and we'll reflect on what that means for our trade policy as we go forward and as we go further into these negotiations. The global should be balanced as well Export from U.S. Just importing so many trades goods from other countries do not mean that will make balace the U.S. economic and the global market. There are more than 134 countries are involved U.S is importing trade goods from their countries. Those countries as well should be able to importing from U.S. Countries as well and will make the global market harmonized as well balanced throughout the world like give and taken, circle goes round and round. There are so many countries already trading partners from U.S and their countries wheather those are commercial goods or defense sides. It is positive to see the world starting to recognized and balance the global market. YET, there is the biggest problem to be solve for unfair EU subsidies which make so much harder to balance the global market. Unfair EU subsidies must stop and start making global balance to the world and U.S. which is the most serious problm to be resolved for Global Market Balance!!!!! Since 1967, the governments of France, Germany, Spain, and the United Kingdom have provided billions of euros in subsidies to their respective Airbus member companies to aid in the development, production and marketing of Airbus civil aircra,ft. These governments have provided more than $15 billion in launch aid to finance all or a large portion of the development costs for all Airbus aircraft models and provided other forms of support, including equity infusions, debt forgiveness, debt rollovers, and marketing assistance, including political and economic pressure on purchasing governments. The EU’s aeronautics research programs are driven significantly by a policy intended to enhance the international competitiveness of the European civil aeronautics industry. EU governments have spent hundreds of millions of euros to create infrastructure needed for Airbus programs, including 751 million euros from the City of Hamburg to create land that Airbus is using for the Airbus A380 “superjumbo” project and 182 million euros from French authorities to create the AeroConstellation site, which contains the Airbus facilities for the A380. With more than $6 billion in subsidies, the Airbus A380 is the most heavily subsidized aircraft in history. After 30 years, the Airbus Integrated Company - successor to the original Airbus consortium and representing a partnership of the European Aeronautic, Defense, and Space Company (EADS) (80 percent equity share) and BAE Systems (20 percent equity share) - Airbus is a mature company that should face the same commercial risks as its global competitors. The longstanding European rationale for Airbus subsidies – that they are necessary to bolster an infant industry – has clearly ceased to reflect marketplace realities. In 2004, longstanding concerns over the past subsidization of Airbus and new concerns that Airbus would seek subsidies for yet another new Airbus plane led the United States to seek the negotiation of a new agreement to end subsidies for the development and production of large civil aircraft. After discussions over the spring and summer made it clear that the EU was reluctant to pursue such a goal, the United States requested consultations at the WTO with respect to the launch aid and other forms of subsidies that EU governments have provided to Airbus. Concurrent with the U.S. consultation request, the United States also exercised its right to terminate the 1992 U.S. – EU bilateral agreement on large civil aircraft. The U.S. concerns over the subsidization of Airbus were validated when Airbus executives subsequently declared publicly that Airbus was seeking additional launch aid subsidies to support a new aircraft program known as the A350.(3) The EU provided further loans and infrastructure that pushed the total amount of A380 subsidies to approximately $6.5 billion. Airbus is on the verge of launching another new aircraft, the A350, and it has requested $1.7 billion in risk-free launch aid for that aircraft as well, even though it has stated publicly that it could “easily” finance the project itself. Of course, even if it could easily finance the project, a risk-free advance of $1.7 billion provides a very significant competitive advantage over Boeing, its U.S. competitor, which has to bear the risk of launching new models without the support of the U.S. Treasury. Efforts to Negotiate a New Bilateral Agreement. (5) We expected ending EU subsidied last year like what EU says "The EU remains ready to negotiate a balanced, phased agreement to reduce and eventually eliminate subsidies for large civil aircraft production." BY THE CITIZENS REQUEST, finally, Many Senators (96) included U.S. Senators Patty Murray and Maria Cantwell approved on the Senate floor in April 11, 2005 on a resolution that called on European governments to reject launch aid for Airbus and supports the President's authority to take any action necessary to protect American aerospace jobs. The Senate voted on the resolution in April 11, 2005 (96 to 0)The result came out positive.(A) (7B) (4) the President should take any additional action the President considers appropriate to protect the interests of the United States in fair competition in the large commercial aircraft market. " It is everybody's hope and pray that President Geoge Bush should take additional action. President George Bush should considers appropriate action to protect the interests of the United States in fair competition in the large commercial aircraft market and once and for all, this will balance the global market around world, too.
