Boeing to Build 10 C-17 Airlifters
for Indian Air Force

LONG BEACH, Calif., June 15, 2011 -- Boeing [NYSE: BA] today announced that India’s Ministry of Defence has signed an agreement with the U.S. government to acquire 10 Boeing C-17 Globemaster III airlifters. The Foreign Military Sale -- approved by the U.S. Congress in May 2010 -- establishes India as the C-17's largest international customer.

According to the agreement, India will take delivery of its C-17s in 2013 and 2014.

"The C-17 will elevate India's leadership in the region," said Dinesh Keskar, president, Boeing India. "With its tactical and strategic capabilities, the C-17 fulfills India's needs for military and humanitarian airlift. The important transaction reaffirms our close relationship of several decades with India and also highlights our commitment to the strategic partnership between the two countries."

"This agreement is a reflection of the outstanding partnership India's Ministry of Defence has with the U.S. Air Force, which worked very hard to help India strengthen its airlift capabilities with the C-17," said Jean Chamberlin, vice president and general manager, Boeing Mobility. "The aircraft's ability to transport large payloads across vast ranges, land on short, austere runways, and operate in extremely hot and cold climates makes it ideal for the region."

Boeing will support India's C-17 fleet through the C-17 Globemaster III Sustainment Partnership, a proven multinational Performance-Based Logistics program. The GSP "virtual fleet" arrangement ensures mission readiness by providing all C-17 customers -- with varied fleet sizes -- access to an extensive support network for worldwide parts availability and economies of scale when purchasing materials.

"Boeing is pleased that the Indian Air Force (IAF) has selected the C-17 to support its airlift mission," said Mark Kronenberg, vice president of International Business Development for Boeing Defense, Space & Security. "We look forward to partnering with India as we move forward with the agreement's 30 percent offset program, which will help strengthen India's aerospace and defense capabilities."

During rigorous field evaluation trials in India in June 2010, the C-17 met all of the IAF's airlift requirements.

A tactical and strategic airlifter, the C-17 can land combat-ready troops in remote locations or airdrop them directly where needed. The C-17's ability to back up allows it to operate on narrow taxiways and congested ramps. With a maximum payload of 164,900 pounds (74,797 kg), the C-17 can take off and land in 3,000 feet (914.4 m) or less.

Boeing has delivered 232 C-17s worldwide, including 22 with international customers. The U.S. Air Force -- including active National Guard and Reserve units -- has taken delivery of 210 C-17s. Other customers include the United Kingdom's Royal Air Force, the Qatar Emiri Air Force, the Canadian Forces, the Royal Australian Air Force, the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations, and the United Arab Emirates Air Force and Air Defence.

Boeing, the world’s leading aerospace company and the largest manufacturer of commercial jetliners and military aircraft combined, has significantly expanded its footprint in India both in the civil aviation and defense market. Boeing is partnering with India's leading technology and manufacturing companies to build a supply chain out of India. The company also has opened a Research and Technology center in Bengaluru to collaborate with India's technical talent for research in aero structures, materials and network systems. The C-17 is used for rapid strategic airlift of troops and cargo to main operating bases or forward operating bases throughout the world; it can also perform tactical airlift, medical evacuation and airdrop missions. The C-17 carries the name of two previous, unrelated U.S. military cargo aircraft, the Douglas C-74 Globemaster and the Douglas C-124 Globemaster II. In addition to the U.S. Air Force, the C-17 is operated by the United Kingdom, Australia, Canada, Qatar and the United Arab Emirates. The C-17 also serves with the Heavy Airlift Wing of NATO. Additionally, Now the India has approved the purchase of C-17s.

In February 2009, the United Arab Emirates signed an agreement to purchase four C-17 airlifters. In January 2010, UAE signed a contract with Boeing for six C-17s (four C-17s in 2011, and two in 2012).

In June 2009, the Indian Air Force (IAF) selected the C-17 to fulfill its Very Heavy Lift Transport Aircraft requirement. The C-17 is to replace the Ilyushin Il-76 as the IAF's largest heavy lift transport aircraft in service. In January 2010, the US Government received a request from India for 10 C-17s through the US Government's Foreign Military Sales program, and was approved by US Congress in June 2010. On 23 June 2010, the Indian Air Force successfully test-landed a USAF C-17 at the Gaggal Airport, India. This completed the IAF's C-17 trials. An agreement to purchase 10 aircraft, with an option to purchase six more, was revealed during President Obama's visit to India in November 2010. In February 2011 the IAF and Boeing agreed to terms for order of 10 C-17s with an option for six more; the order was approved by the Indian Cabinet Committee on Security on 6 June 2011. In June 2011, it was reported that Indian Air Force could buy more C-17s later.

India has signed its agreement with the U.S. government to acquire 10 Boeing C-17 Globemaster III airlifters, clearing the way for the contract to be signed in the next few months.

India’s federal Cabinet Committee on Security, a panel comprised of ministers and chaired by the prime minister, approved the purchase of the strategic heavy-lift aircraft at a cost of $4.1 billion from the United States on June 7 (Aerospace DAILY, June 7).

“This agreement is a reflection of the outstanding partnership India’s ministry of defense has with the U.S. Air Force, which worked very hard to help India strengthen its airlift capabilities with the C-17,” says Jean Chamberlin, vice president and general manager of Boeing Mobility.

The GSP “virtual fleet” arrangement ensures mission readiness by providing all C-17 customers — with varied fleet sizes — access to an extensive support network for worldwide parts availability and economies of scale when purchasing materials.

“The aircraft’s ability to transport large payloads across vast ranges, land on short, austere runways and operate in extremely hot and cold climates makes it ideal for the region,” Chamberlin adds.

The contract includes an offset clause under which Boeing will reinvest nearly $1 billion in the Indian defense, internal security, aviation and related training sectors.

This approval will be India’s biggest defense deal with the U.S. after New Delhi shut out Boeing and Lockheed Martin from its $11 billion fighter jet competition in April. The IAF currently operates 17 Il-76s.  The Il-76s are to be replaced by C-17 Globemaster IIIs which

India to buy C-17
heavy-lift transport aircraft

from U.S. for 10 Boeing C-17 Order

India on June 6th, 2011, decided to purchase 10 C-17 Globemaster III heavy-lift transport aircraft from the U.S. for the Indian Air Force. The deal under the Foreign Military Sales (Government-to-Government) is estimated to cost Rs. 18,000 crore (approximately $4.1 billion).

The widening defence cooperation between India and the US is reflected by the announcement of the deal to purchase the C-17 heavy-lift transporters, said Boeing’s India president Dinesh Keskar. Boeing is the manufacturer of the transport planes (1)

This order exceeds the deal to supply eight Boeing P-8I long-range maritime reconnaissance aircraft for $2.1 billion in 2009, the largest order so far. The C-17 is a large defense transport aircraft, which can airlift tanks, supplies and troops as well as perform medical evacuations. The decision was taken at a meeting of the Cabinet Committee on Security under the chairmanship of Prime Minister Manmohan Singh, Defence Ministry officials said. (2)

The Indian Air Force (IAF) successfully test-landed a Boeing C-17 Globemaster III strategic transport aircraft at the Gaggal Airport in northern India on 23 June, 2010 which leased from the US Air Force (USAF), the C-17 successfully touched down at Gaggal's 1317 m-long runway, some 500 km north of New Delhi, IAF officials said.

A preliminary agreement has been reached for buying 10 C-17 Globemaster-III military transport aircraft in a deal valued at about $4.5 billion, the single largest military purchase from the US. The agreement was announced during the November visit to India of US President Barrack Obama.

“After many years, this impetus in defense acquisitions has come in. There is definitely very marked improvement in procurement that started rolling four years back,” said former Indian Air Force chief Fali Major.

The C-17 is operated by the US Air Force, the United Kingdom, Australia, Canada, NATO, Qatar, and the United Arab Emirates has placed 6 orders in January 6th, 2009. During the summer 2008 it was reported that the South Korea had allocated funds for the purchase of three or four C-17-class airplanes for use in supporting expeditionary deployments.

In June 2009, the Indian Air Force (IAF) selected the C-17 to fulfill its Very Heavy Lift Transport Aircraft requirement. If the deal is approved by the Indian Defense Ministry, the C-17 would replace the Ilyushin Il-76 as the largest heavy lift transport aircraft in-service with the IAF.

The report shows that “I’m also glad to see the mighty C-17 Globemaster, which I understand is under consideration of your ministry of defence. I would be remiss in not recognising it as a world-class strategic and tactical airlifter. Should you decide to acquire the aircraft, we will do everything we can to assist you in expanding your airlift capability,” Roemer added.

This major investment will be able to making the differences for Green activity differences towards the climate change support what India has been planning over the years although this investment will be able to support the major heavy-lift transport aircraft and Emergency disaster plan. See below C-17 capabilities via youtube movies in addtion Joint Forcible Entry Exercise :

India has had its first National Action Plan on Climate Change (NAPCC) in place for over a year. Prime Minister Manmohan Singh released the plan in June 2008; it outlines existing and future policies and programs for climate mitigation. The plan revolves around eight “national missions” and requires ministries to work with the Prime Minister’s Council on Climate Change to implement the plans. (5)

Speaking heavy-lift transport aircraft, Boeing is pitching the idea as a near-term and low-risk solution to transporting US Army Future Combat System (FCS) units to remote landing sites, perhaps lacking prepared runways. With a $2.5 billion price tag for development, Boeing argues the C-17B is cheaper than either the army's planned vertical take-off and landing Joint Heavy Lift rotor craft, or the air force's Advanced Joint Combat Air System concept for a short take-off and landing air lifter. According to flight global report dated, 10-16-2007, Boeing was seeking US Army support for a new version of its short take-off and landing (STOL) C-17 airlifter which the C-17B adds a centreline landing gear, more powerful engines and redesigned flaps that increase lift for short take-offs - similar in concept to the 1970s-era McDonnell Douglas YC-14 prototype. (4)

On January 7th, 2009, The Boeing Company announced that the U.S. government has received a Letter of Request from India's Ministry of Defence (MOD) and the Indian Air Force regarding the potential acquisition of 10 C-17 Globemaster III advanced airlifters. (7)

U.S. air Force's Stated Airlift Needs as the following:

C-17 Disaster and Humanitarian Relief:

Immediate response.
Delivers 100 bed fully equipped field hospital, personnel and supplies.
Completely self-sufficient.
Makes sites with limited access accessible.

In addition to all the recent natural disasters, Pacific Air Forces is facing many challenges throughout the Pacific Rim. Air Force C-17 Globemaster III marshaled from Elmendorf AFB, Alaska to Indonesia on October 7th, 2009.

The United Arab Emirates (UAE) is a federation of seven emirates situated in the southeast of the Arabian Peninsula in Southwest Asia on the Persian Gulf, bordering Oman and Saudi Arabia. The UAE consists of seven states, termed emirates, which are Abu Dhabi, Dubai, Sharjah, Ajman, Umm al-Quwain, Ras al-Khaimah and Fujairah. The capital and second largest city of the United Arab Emirates is Abu Dhabi. It is also the country's center of political, industrial, and cultural activities. On January 4th, 2010, The United Arab Emirates (UAE), Dubai just had opening ceremony for the world tallest Tower, Burj Khalifa and built, reportedly based on the government's decision to diversify from an oil-based economy to one that is service- and tourism-oriented.

In February 2009, the United Arab Emirates signed an agreement to purchase four C-17 airlifters. In January, 2010, UAE signed a contract with Boeing for six C-17s.

On 18 December 2009, Boeing confirmed that the RAF had ordered a 7th C-17.

In RAF service the C-17 has not been given an official designation (e.g., C-130J referred to as Hercules C4 or C5) due to its leased status, but is referred to simply as the C-17 or "C-17A Globemaster".

In November 2009, 205 C-17s are on contract with the USAF. A contract for 8 C-17s from the supplemental war funding bill has not yet been awarded. On 18 December 2009, the US Senate passed the FY 2010 DOD budget with funding for 10 C-17s and was signed into law by the President the following day..

Total USAF C-17s contracted will be 223 once contracts are awarded, extending production until 2013.

According to the Chief of Air Staff Air Chief Marshal P. V. Naik, the IAF plans to induct ten C-17 Globemaster III aircraft. As of June 2009, the selection was being reviewed by the Indian Defense Ministry, but an order has not been placed.

According to Indian media report in October, 2009, the Defense Acquisition Council of India has "almost finalized" the US$2 billion deal with the United States for 10 C-17s. US Ambassador to India, Timothy J. Roemer, expressed optimism over the deal and said that the United States was committed to expanding the "strategic lift capability" of the Indian Air Force. Flash back to October 19th, 2009 during the India and US Kick off meeting for training Excercise, US Ambassador Timothy J. Roemer, in his opening remarks, said the exercise was the perfect example of how the US and Indian air forces were working together to share information, train and hone their professional skills.

“I can assure the Indian Air Force it will be very pleased with its decision to purchase the C-130J. The first of them will arrive in early 2011 and the aircraft will be everything you hope it to be,” he maintained.

It is recalling that the India has had its first National Action Plan on Climate Change (NAPCC) in place for over a year. Prime Minister Manmohan Singh released the plan in June 2008; it outlines existing and future policies and programs for climate mitigation. The plan revolves around eight “national missions” and requires ministries to work with the Prime Minister’s Council on Climate Change to implement the plans.

President Obama and vice president Obiden reassured that their administration will Invested in a 21st Century Military and Build Defense Capabilities for the 21st Century. The White House stated that the Boeing Co's C-17 transport aircraft and a multibillion dollar program to replace the Air Force's refueling planes which the Boeing Company is in critical situation to be added any sustaining programs in order to retaining aerospace industrial especially when there are so many cancelled programs including KC-X Tanker deal although we are still waiting to be solved for unfair Airbus subsidies against the Boeing 787 Dreamliner.

We believe that It is the most important to make the country strong and secure the homeland security and global security to preventing the terrorists attack which happened like in September 11, 2001, like what President Obama says during his statements on Day one.

The U.S. Senate approved the FY09 Supplemental Defense Spending bill with funding for eight C-17s in June 18, 2009.

The U.S. House approved legislation providing $636.3 billion for defense in fiscal year 2010, including $674 million to buy three C-17 advanced airlifters. We understand that President Obama signed the FY 2009 Supplemental Defense Spending bill, which included $2.17 billion in funding for an additional eight C-17 airlifters in June 25, 2009. In the meantime, The U.S. Senate to be passed its 2010 defense appropriations bill.

The ultimate measure of airlift effectiveness is the ability to rapidly project and sustain an effective combat force close to a potential battle area. Threats to U.S. interests have changed in recent years, and the size and weight of U.S.-mechanized firepower and equipment have grown in response to improved capabilities of potential adversaries.

This trend has significantly increased air mobility requirements, particularly in the area of large or heavy outsize cargo. As a result, newer and more flexible airlift aircraft are needed to meet potential armed contingencies, peacekeeping or humanitarian missions worldwide. The C-17 is capable of meeting today’s demanding airlift missions.

This is Tribute to our Heroes and National Leaders. The World Leaders who devoted for the freedom and save our lives. We can not let 911 happen again in United States of America which we witnessed the worst ever in our history. 911 affected many lives of all Americans, and that also deeply affected the lives of many others from around the world. We can not just wait and watch until the terrorists attacking the innocent people and destroy the land here and around the world. We need to prevent and be ready to protect before anything happen.

The C-17 Globemaster III is the newest, most flexible cargo aircraft to enter the airlift force. The C-17 is capable of rapid strategic delivery of troops and all types of cargo to main operating bases or directly to forward bases in the deployment area. The aircraft is also capable of performing tactical airlift and airdrop missions when required.

The inherent flexibility and performance of the C-17 force improve the ability of the total airlift system to fulfill the worldwide air mobility requirements of the United States.
