Dear Mrs. Englund, Thank you for contacting me with your concerns for the acquisition of aerial-refueling tankers by the Air Force. I appreciate hearing from you on this issue. As you may know, the Department of Defense gave the Air Force the authority to continue a program to buy aerial-refueling tankers in April 2006 after the program had been placed on hold in 2004. These tankers would be used by the Air Force to refuel U.S. Air Force, Navy and Marine aircrafts, replacing the KC-135 tankers which are the oldest planes in the Air Force fleet. The KC-135s were initially designed for a 25-year life span and are beginning to show extreme wear and tear with the average tanker being 44 years old. Under this program, the Air Force will allow companies to compete for contracts to build aerial-refueling tankers. On September 25, 2006, the Air Force issued a draft request for proposal for companies planning to bid on the aerial-refueling tanker contract. The Air Force expects that the final request, which will include specifics on how much fuel and cargo the tanker should be able to carry, will be issued by the end of the year and that the contract will be awarded next summer. Since the Air Force procurement policy is based on open competition, companies must demonstrate there efficiency and cost-affordability. I understand your concerns with the Air Force's policy of open competition in military contacting. As you are aware, the aviation industry is particularly important to the Washington state economy with Boeing being the largest employer in the Puget Sound region. Should Boeing win the contract this would be an important success for workers in our region. Acquiring new aerial-refueling tankers is an important element in ensuring that the Air Force can maintain strategic mobility. That is why I was pleased to learn of the Air Force's announcement that acquiring new refueling tankers is now its top acquisition priority. I believe it is critical to ensure that our airmen, including those stationed with the 92nd Air Refueling Wing at Fairchild Air Force Base in Spokane , are equipped and supported by a capable fuel tanker fleet.
