— A strong earthquake shook Hawaii early Sunday,
jolting residents out of bed and causing a landslide
that
blocked a major highway. Ceilings crashed at a hospital,
and aftershocks kept the state on edge. The
state Civil
Defense had unconfirmed reports of injuries, but communication
problems prevented more definite reports. Gov. Linda
Lingle issued
a disaster declaration for the entire state, saying
there had been
damage to buildings and roads. There were no reports
of fatalities.
The quake hit at 7:07 a.m. local time, 10 miles north-northwest
of
Kailua Kona, a town on the west coast of Hawaii Island,
also known
as the Big Island, said Don Blakeman, a geophysicist
at the
National Earthquake Information Center, part of the
U.S.

China: North Korea to Rejoin Disarmament Talks
BEIJING — North Korea agreed Tuesday to rejoin six-nation
nuclear disarmament talks in a surprise diplomatic
breakthrough three weeks after the communist regime
conducted its first known atomic test, the Chinese
government said. Chinese, U.S. and North Korean envoys
to the negotiations held a day of unpublicized talks
in Beijing during which North Korea agreed to return
to the larger six-nation talks on its nuclear programs,
the Chinese Foreign Ministry said. "The three parties
agreed to resume the six-party talks at the earliest
convenient time," the Chinese statement said.
The agreement is one of the first signs of easing
tensions since North Korea conducted the underground
detonation on Oct. 9, defying warnings from both the
United States and Japan, and its staunchest ally,
China.
If the six-party talks resume, it would mark a diplomatic
victory for Beijing, which in the wake of the test
had argued against punishing North Korea too harshly,
in order to leave open a path for diplomacy.

Air Force Chief of Staff Gen. T. Michael Moseley said

SEOUL,
South Korea — North Korea demanded Monday that all
U.N. sanctions and U.S. financial restrictions be
lifted before it dismantles its nuclear weapons program.
The U.S. said it would normalize relations with the
North if it scraps the program.

Congressional Action Stops Medicare Physician Payment
Cut That Would Have Threatened Seniors Access to Care
Senator
Patty Murray voted in favor and very pleased that
this bill eliminated the physician pay cut for 2007.
Congress
on Dec. 9 passed legislation to prevent a scheduled
5 percent cut in 2007 Medicare physician payments,
and instead freeze payment rates for one year. It
is Approved by a 367–45 vote in the House and a 79-9
vote in the Senate, the bill sets aside funds to help
offset a projected payment cut in 2008.
